ЭКОНОМИКА ЗАМКНУТОГО ЦИКЛА КАК ПЕРСПЕКТИВНАЯ КОНЦЕПЦИЯ В ОБЛАСТИ ПЕРЕРАБОТКИ ОТХОДОВ
CYCLIC ECONOMY AS A PROMISING CONCEPT IN THE FIELD OF WASTE PROCESSING

Аннотация. Экономика замкнутого цикла часто рассматривается как многообещающий способ решения насущных экологических проблем, таких как изменение климата, утрата биоразнообразия и истощение ресурсов. Однако оценка экономических последствий внедрения экономики замкнутого цикла имеет решающее значение для перехода от линейных к циклическим ресурсосберегающим производственным цепочкам.
В качестве альтернативы существующей модели потребления экономика замкнутого цикла явилась как средство снижения стоимости производства и потребления. Наряду со значительными экологическими преимуществами, глобальный переход к экономике замкнутого цикла создает возможности для бизнеса, которые приносят пользу экономике и увеличивают прибыль.
Экономическая составляющая экономики замкнутого цикла в последнее время вызывает значительный интерес со стороны ученых и практиков. Она представляет собой отход от экономики, которая характеризуется неустойчивым производством и чрезмерным потреблением ресурсов. Растущее число публикаций требует всестороннего анализа этой области. Это означает переосмысление моделей производства и потребления для радикального сокращения не перерабатываемых отходов.
В Российской Федерации экономика замкнутого цикла только начинает свое развитие, крупнейшие предприятия разрабатывают и внедряют стратегии развития в области бережливого и безотходного производства. Сам же процесс перехода к экономике замкнутого цикла требует серьезных мер и поддержки государственного уровня.
Целью данной статьи является рассмотрение экономики замкнутого цикла как новой парадигмы переработки отходов, а также научное обоснование и уточнение самой концепции экономики замкнутого цикла.
Abstract. The circular economy is often seen as a promising way to address pressing environmental issues such as climate change, biodiversity loss and resource depletion. However, assessing the economic impacts of introducing a circular economy is critical to the transition from linear to cyclical resource-saving production chains.
As an alternative to the current consumption model, the circular economy has emerged as a means of reducing the cost of production and consumption. Along with significant environmental benefits, the global transition to a circular economy creates business opportunities that benefit the economy and increase profits.
The economic component of the circular economy has recently attracted considerable interest from scientists and practitioners. It represents a departure from an economy characterized by unsustainable production and excessive consumption of resources. A growing number of publications require a comprehensive analysis of this area. This means rethinking production and consumption patterns to drastically reduce non-recyclable waste.
In the Russian Federation, the circular economy is just beginning to develop, the largest enterprises are developing and implementing development strategies in the field of lean and waste-free production. The very process of transition to a circular economy requires serious measures and support from the state level.
The purpose of this article is to consider the circular economy as a new paradigm of waste processing, as well as scientific justification and refinement of the very concept of the circular economy.

Введение
Во всем мире наблюдается растущая тенденция к разработке проектов, позволяющих перейти от линейной экономики к деятельности, основанной на принципах экономики замкнутого цикла (ЭЗЦ) [INE, 2015]. В рамках линейной экономики процессы основаны на использовании материалов только в одном направлении, где сырье, поступающее в процесс, используется для получения конечного продукта, образующиеся отходы утилизируются без дальнейшего использования.
Большинство промышленных предприятий во всем мире придерживаются концепции линейной экономики. Продукты, произведенные в промышленности, принимаются следуя модели потребления «использовал-утилизировал». Однако, путь повторного использования обладает потенциалом для значительной экономии средств по сравнению с переработкой, которая является энергоемким и затратным процессом [58]. Основными причинами, препятствующими циркулярности при обращении с отходами, являются экономические, социально-культурные и институциональные факторы [82].
Переход от традиционной экономической модели «бери-делай-распоряжайся» к экономике замкнутого цикла, которая является регенеративной по своей сути, изменит способ ведения экономической политики [23]. Как новый взгляд на отношения между рынками, потребителями и природными ресурсами, это может привести к исчезновению целых отраслей [65].
Концепция экономики замкнутого цикла в последние годы привлекла внимание значительного числа представителей научных кругов [2, 7, 23, 25, 39]. Несмотря на то, что интенсивная индустриализация привела к росту мирового ВВП, переработка отходов по-прежнему считается «слепым пятном» в производстве. По этой причине ЭЗЦ пересматривает существующие методы обращения с пищевыми и другими видами отходов для создания новых рабочих мест и предприятий.
В начале статьи рассмотрены понятие и перспективы экономики замкнутого цикла, специфика НКО, которая может повлиять на него, и его связь с цифровизацией. Далее анализируются показатели эффективности внедрения ЭЗЦ и влияние цифровой трансформации на процессы, развивающиеся в контексте исследуемой темы. Делаются выводы на основе имеющейся теоретической базы исследования о перспективах дальнейших разработок в данной сфере.
- Распространение концепции экономики замкнутого цикла
Экономика замкнутого цикла — это парадигма управления системами производства и потребления, позволяющая отказаться от линейных моделей производства [19] Организации стремятся изменить способ управления техническими и биологическими циклами материалов, перейдя от линейных систем к циклическим системам производства и потребления, где выход одной производственной цепочки может быть входом в другую [73].
Однако, как и в случае с большинством продуктов и материалов в текущей линейной экономической модели, после извлечения продукта из упаковки последний выбрасывается как отход, а сам продукт утилизируется в конце срока его полезного использования [15].
Экономика замкнутого цикла включает в себя три основных вида деятельности: сокращение использования первичного сырья, повторное использование уже обработанных материалов и переработку отходов [41].
По своей сути концепция экономики замкнутого цикла имеет два основных взаимосвязанных аспекта, а именно круговые потоки физических материалов (материальный аспект) и экономию этих потоков (экономический аспект). Материальный аспект связан с созданием замкнутых потоков. Это включает в себя потоки сырья, промежуточных продуктов, конечных продуктов (или предоставляемых услуг), использование продуктов и обращение с продуктами как с отходами (в линейной системе или системах с полузамкнутым контуром) в качестве сырья для производства новых продуктов в экономике замкнутого цикла.
Материальный аспект также включает в себя потребление энергии, связанное с этими потоками, и экологические проблемы, которые могут возникнуть при прохождении материалов через экономику. Макдоноу и др. [54], а также Браунгарт и др. [8] разделяют материальные потоки на два основных типа: технический и биологический потоки.
Важным аспектом перехода к экономике замкнутого цикла является потребность в системном мышлении, что требует новых типов технологий, продуктов и бизнес-моделей в дополнение к широким социально-экономическим изменениям [86]. Развитие должно привести к улучшению качества жизни людей и их способности формировать свое собственное будущее [62].
ЭЗЦ имеет прямое отношение к Целям устойчивого развития Организации Объединенных Наций [38], помогая сократить выбросы парниковых газов [20]. Основываясь на результатах исследования Абокерша и др. [1] можно заключить, что концепция экономики замкнутого цикла может повысить энергоэффективность в 30 раз. Гао и др. была показана положительная корреляция между производительностью ресурсов и экономическим развитием в парадигме ЭЗЦ.
Увеличение численности населения на планете и потребления привело к увеличению отходов и истощению природных ресурсов, что усугубило проблему изменения климата и нехватки ресурсов [Надушани, 2015; Стефанакис, 2021; Cecchin, 2021]. Модель ЭЗЦ основана на перепроектировании, восстановлении, повторном использовании товаров и материалов, принципах предотвращения отходов и загрязнения, изменении экологического поведения и стратегическом стимулировании политики для всех стейкхолдеров (поставщиков, производителей и потребителей) [25].
Страна с площадью 17,13 млн км2 и общей численностью населения 146 млн человек в 2021 году богата природными ресурсами. Однако в последнее время РФ столкнулась с неконтролируемым образованием отходов из-за изменений в стиле потребления. Это создает проблемы для национальной экономики.
Будучи крупнейшей трансконтинентальной страной в мире, в последние годы структура национальной экономики Российской Федерации претерпела трансформацию из-за быстрого экономического роста и урбанизации. Увеличение численности населения и индустриализация страны привели к образованию огромного количества отходов. Хотя сама по себе урбанизация не является проблемой, незапланированный рост привел к образованию чрезмерного объема отходов [45].
В 2020 году общее ежегодное образование отходов в России достигло четырех миллиардов тонн. Из них 1,75% (70 миллионов) составляют ТБО, а остальное — неорганические отходы. Хотя ТБО составляют незначительную долю от общего объема отходов в России, эффективное и действенное обращение с ТБО имеет важное значение из-за его прямого воздействия на окружающую среду.
Таким образом, экономика замкнутого цикла отвечает духу времени из-за своей очевидной привлекательности: в отличие от традиционной линейной модели «сделай-используй-утилизируй», продукты и материалы могут повторно циркулировать в экономике. Применяя доступные технические решения, люди могут продолжать потреблять, а экономика может продолжать расти без ущерба для окружающей среды, связанного как с добычей сырья, так и утилизацией по истечении срока службы.
- Оценка эффективности экономики замкнутого цикла
Важность экономических исследований ЭЗЦ была признана многими учеными [7]. Для систематического мониторинга переходного процесса исследователи подчеркивают важность разработки индикаторов ЭЗЦ [74], которые количественно оценивают изменения, как, например, экономические последствия внедрения. Тем не менее, исследований по экономическим показателям ЭЗЦ недостаточно, и всеобъемлющий обзор таких исследований отсутствует. За последние пару лет было опубликовано много обзорных исследований по тематике показателей эффективности ЭЗЦ, например Паскалем и др.[13], Росси и др.[79], Кристенсеном и Мозгаардом? Короном и др. [11], Морагом и др. [60], Пархоменко и др. [72], Сассанелли и др. [83] и Сайдани и др.[81]. Тем не менее, большинство существующих обзорных исследований сосредоточены на экологических показателях ЭЗЦ, в то время как экономический аспект остается недостаточно изученным [72], несмотря на его высокую актуальность.
Предпринимаются попытки разработать общие показатели различаются по цели и масштабу, охвату и направленности [18, 33; 48, 58, 92]. Учитывая широкий спектр перспектив, форматов и масштабов, Сайдании др. [81] предлагают систематизацию различных показателей. Однако во многих обзорах рассматриваются конкретные аспекты ЭЗЦ, такие как эффективность использования ресурсов, [33] экологические инновации, 88] извлечение ресурсов из отходов [35]. Майер и др. предлагает набор показателей на основе анализа материальных потоков с предпосылкой, что ЭЗЦ «должен способствовать снижению давления на окружающую среду, вызванного использованием ресурсов» [53].
Кроме того, предложение по оценке ЭЗЦ сделаны Сайдани и др. [81], Хайсмана и др. [33], де Оливейра и др. [12], Падилья-Ривера и др.[ 70], Ринкон-Морено и др. [77], Авдющенко и Зайцака [5] и Кайзера и др. [9]. В частности, актуальна оценка долговечности [21], использование метода учета энергозатрат [Santagata, 2020], анализ циклов переработки [28], производств [42], разделение конечных продуктов на группы [78]. Кроме того, есть данные о показателях по регионам или странам, таким как Германия [29], Китай [24], Швеция [28], Хорватия [50], по типу отходов [87], по рынкам [37], типу продукции [34], и цепочкам поставок [57], а также альтернативным методам производства [18].
По мере экспоненциального роста количества публикаций, связанных с ЭЗЦ, растет и разнообразие измерительных инструментов для оценки производительности продуктов, услуг и систем с точки зрения ЭЗЦ.
Несколько авторов утверждают, что показатели ЭЗЦ на макроуровне разработаны лучше [9, 25]. Однако показатели, используемые в настоящее время в национальных системах мониторинга ЭЗЦ, изначально не были разработаны или адаптированы для измерения ЭЗЦ. Например, ключевые показатели ЭЗЦ, используемые странами ЕС и Китаем, имеют важные недостатки, такие как показатели утилизации, которые измеряют только количество материала, отправленного на переработку, а не материальную ценность, полученную в процессе переработки [14].
Морага и соавторы [60] описали такие показатели, как самообеспеченность сырьем, образование отходов, пищевые отходы, коэффициенты переработки, утилизация потоков отходов, вклад переработанных материалов в спрос на сырье, торговля перерабатываемым сырьем, частные инвестиции, рабочие места и валовая добавленная стоимость, а также патенты, связанные с переработкой и вторичным сырьем.
Кирххерр и др. [41] обнаружили не менее 110 определений экономики замкнутого цикла, а также обнаружили, что определения экономики замкнутого цикла чаще всего относятся к структуре 4R (сокращение, повторное использование, переработка и восстановление). Эта структура ЭЗЦ имеет сильную коннотацию с иерархией отходов, которая используется в качестве руководящего принципа для ранжирования политики переработки в Рамочной директиве ЕС по отходам.
Таким образом, недавние исследования показали сдвиг от текущей модели переработки отходов. Действительно, возможность повторного использования может иметь решающее значение для стратегии повышения эффективности использования ресурсов. В исследовании проводился обзор существующей литературы с целью понять, какие методы используются до сих пор для измерения и оценки циклической производительности системы и как они использовались на практике исследователями. Анализ литературы подтверждает, что циклические модели могут быть измерены.
3. Влияние цифровой трансформации на распространение концепции ЭЗЦ
Экономика замкнутого цикла и Экономика 4.0 (I4.0) представляют две наиболее важные промышленные парадигмы, определяющие научную мысль в вопросах развития промышленного производства [90]. Учитывая важность, которую со временем приобрели эти две парадигмы, во многих литературных источниках ЭЗЦ и I4.0 обсуждаются с нескольких точек зрения [47] Тем не менее, между теорией и практикой все еще существует большая дистанция.
Одно общее утверждение, разделяемое экспертами, заключается в том, что I4.0 может выступать в качестве средства, способствующего развитию ЭЗЦ. Компания, желающая организовать производство на основе принципов ЭЗЦ не может избежать применения технологий I4.0. В научной литературе несколько работ были посвящены этому направлению [67].
Интернет вещей считался одной из наиболее перспективных технологий, способных поддержать переход к ЭЗЦ. Помимо статей, посвященных общему описанию потенциальных применений Интернета вещей для продления жизненного цикла продукта, было общее понимание того, что Интернет вещей может распространить свое влияние на широкий круг областей, связанных с ЭЗЦ. Одним из вариантов является внедрение Интернета вещей для внедрения новых стратегий управления отходами в умных городах и интенсификация сотрудничества в высокотехнологичных отрасли тяжелой промышленности.
Другой возможностью для использования Интернета вещей является оцифровка практик ЭЗЦ, например, путем внедрения интеллектуальных промышленных сред [Hatzivasilis] или контуров управления с динамичной обратной связью [76]. Интернет вещей подходит для разработки новых услуг и мер укрепления доверия к ним [2].
В зависимости от авторов, цифровые технологии могут использоваться для улучшения общей эффективности ЭЗЦ [4], роста энергоэффективности, улучшения продукта [61, 84] или процесса производства [85, 91].
Эксперты считают цифровые технологии хорошим инструментом для увязки управления жизненным циклом продукта и цифрового производства, например, с помощью облачных вычислений [31]. Цифровые технологии могут быть полезны для разработки новых методов оценки, которые количественно определяют уровень воздействия на окружающую среду [52], новых инструментов управления энергопотреблением [95] платформ, оперирующих информацией о жизненном цикле продукта [55, 56].
Поскольку традиционная практика утилизации достигает предела своих возможностей, цифровые технологии могут свести к минимуму количество не переработанных отходов, сохраняя при этом сырье и снижая выбросы парниковых газов [96]. Эти аспекты чистого производства актуальны для всех отраслей промышленности, независимо от типа или размера. Поэтому требуется интеграция подходящих технологий и соответствующей политики для получения социально-экономических выгод после превращения сектора отходов из источника выбросов парниковых газов из части экологических проблем в часть решений в области устойчивого развития.
Таким образом, цифровизация играет решающую роль в секторе подработки отходов для построения устойчивой экономики, изменяя способы ведения бизнеса. Технический прогресс позволяет цифровизации предлагать практические решения для сектора переработки отходов с долгосрочными выгодами для общества.
Выводы
Экономика замкнутого цикла, как экономическая модель развивалась в 1970-х годах, но с 1990-х годов привлекает все большее внимание и основана на подходе 3R — сокращение, повторное использование и переработка [19]. Это стало ответом на линейную модель производства и потребления, распространенную во всем мире, в которой продукты производятся, используются, а затем выбрасываются как отходы.
Современные государства пытаются оказать влияние не только на производство, но и на потребление, в частности, трансформировать распространенную модель избыточного потребления (сверхпотребления), ориентирующую домохозяйства на приобретение в собственность все большего числа товаров и услуг во все возрастающих масштабах, принимая во внимание исключительно частную выгоду.
В настоящее время в ряде стран успешно осуществляется политика стимулирования снижения объемов отходов. Однако формирование модели экономики замкнутого цикла требует перехода к устойчивому потреблению, включая переориентацию потребительского спроса. Стимулированию потребления нового типа продукта может содействовать совершенствование института гарантий потребителям при защите от приобретения некачественных товаров, государственные программы развития услуг послепродажного обслуживания и ремонта.
С точки зрения модификации экономических отношений, существенный интерес представляет вписывание в нелинейную экономику инновационных моделей потребления, основанных на принципах коллаборативности. Под этим мы понимаем трансформацию экономических отношений в направлении вовлечения потенциала неиспользуемых (недоиспользуемых) активов, в первую очередь, домашних хозяйств, с превращением последних из пассивных потребителей в производителей.
Путь повторного использования обладает потенциалом для значительной экономии средств по сравнению с переработкой, которая является энергоемким и затратным процессом [58]. Основными причинами, препятствующими циркулярности при обращении с отходами, являются экономические, социально-культурные и институциональные факторы [82].
Существует вероятность, что модификация модели производства ускорится на фоне дестабилизации цен на энергоносители, что сокращение доходов населения при входе национальных экономик в рецессию замедлит развитие ЭЗЦ. Вместе с тем, многие развитые страны демонстрируют уже сейчас достаточно широкий спектр примеров трансформации моделей производства и потребления, заслуживающий пристального изучения.
