The sustainable formation, development and use of human capital in rural areas is largely dependent on the recognition of the human capital development policy as a state priority. Changing the paradigm of strategic development of human capital is necessary in order to attract the attention of government to planning and controlling key indicators of human capital production, stimulating the development of new competencies in human capital as one of the key factors of competitiveness of the state, region, rural area and its further social economic development.
