Abstract (English):
In this article, the issues of creating a single metropolis on the basis of municipal entities of the Sverdlovsk Region are considered, with the goal of forming a single geographic, territorial, political, economic and social space-urban agglomeration. The authors determine the development and implementation of a single agreed development plan, since the agglomeration is a single social, economic, investment space with a common system of economics, social, transportation and engineering services, a natural and ecological framework. Territorial planning, coordination of activities in the field of urban development and infrastructure development is the main issue around which inter-municipal cooperation should be built. The basics for creating the agglomeration and the main characteristics necessary for this process are also presented in the article.

In this article, the issues of creating a single metropolis on the basis of municipal entities of the Sverdlovsk Region are considered, with the goal of forming a single geographic, territorial, political, economic and social space-urban agglomeration. The authors determine the development and implementation of a single agreed development plan, since the agglomeration is a single social, economic, investment space with a common system of economics, social, transportation and engineering services, a natural and ecological framework.
