O STRATEGICHESKIH MERAH BYUDZHETNOY PODDERZHKI SEL'SKOGO HOZYAYSTVA

Abstract (English):
In work rises the key problems of subsidizing of agriculture of Russia revealed at the present stage of formation of agrofood policy of the country. It is shown that along with strengthening of measures of the budgetary support its low availability to the majority of agricultural producers and a disproportion of distribution of budgetary funds between them remains. Realization of system of state support through financial institutions and credit structures, on the one hand, attraction is promoted in agrarian sector by huge funds of commercial banks that is important for decrease in load of the budget in the conditions of instability of market condition of energy carriers, on the other hand, severe conditions of crediting favor only to rare farms with absolute financial stability which as a result receive the lion's share of budgetary appropriations and in too time become hostages of a situation of high debt load. Other farms having worthy reserves of the earth, work and the capital are deprived of a possibility of involvement of the resource potential in the general process of production of food that doesn't answer a strategic problem and the uniform concept of increase in self-reliance with food. Generalization of the main positions of the economic theory and experience of granting the budgetary transfers in the western countries shows that the budgetary participation of the state in agrarian economy changed in process of the solution of the priority tasks set for sector. The purposes of the budgetary support have come a way from need of reduction of import dependence before support of the income of farmers and preservation of rural territories taking into account natural and economic conditions which in our country promote differentiation of regions in the level of agrarian potential and strengthen stratification of producers in financial and economic and production parameters of development. On this in work to a basis proves a conclusion about need of additional strategic measures of the differentiated support of agriculture directed to alignment of economic conditions of managing and creation of a common economic space of the country.
