Abstract (English):
The concept of monitoring system of the region for preventing catastrophic situations is proposed. A method of complex evaluation and selection of a specific variant of the project of such a system is proposed. The method involves the formalized expert procedures for formation combination of factors and values that define non-standard (critical) situations. A set of specific actions and resources needed for the transition of the critical situations in a safe condition are defined. The method is controlled by the admissibility of compensation of worst estimates for particular criteria by the best estimates for other particular criteria.
