Improvement of cadastral support for the involvement of unused agricultural lands into economic circulation

Abstract:
The process of returning to agricultural circulation lands that have been withdrawn from it in recent decades, and achieving the targets of the State Program for the Effective Involvement of Agricultural Lands into Circulation and Development of the Reclamation Complex of the Russian Federation (Government Decree No. 731), faces significant challenges, not least due to imperfections in the cadastral support mechanism. Currently, the costs are borne by the land user, though they may subsequently be partially or fully compensated through federal budget subsidies. In this article, the authors propose extending the mechanism of comprehensive cadastral works (CCW) to unused agricultural lands identified as suitable for reintroduction into circulation based on the results of the national land inventory conducted in Russia between 2022 and 2025. The authors have calculated the costs associated with this proposed enhancement of the cadastral support mechanism for involving unused lands in circulation and have conducted a comparative efficiency analysis between the proposed method and the existing procedure. The results of the study demonstrate that the authors' proposed methodology, which utilizes comprehensive cadastral works, is more efficient compared to the existing practice of returning lands to circulation through subsidies for land surveying.
