for displaced persons, a decrease in budget revenues due to the shutdown of a significant number of industrial enterprises, the depreciation of the national currency, special attention needs to be paid to the study of national financial policy and budgetary security. They determine the efficiency of reproduction of the country’s financial resources, the performance of its financial functions in all spheres of life of the population, ensuring financial sources of national security in general. On the other hand, an important task of the national financial policy is to increase financial resources based on the growth of the basic factors of the formation of gross domestic product (GDP), therefore, in-depth research requires justification of its focus on eliminating imbalances in the distribution of primary income between labor, capital and the state; increasing the role of budget
