to\nproblems that arise due to the underdeveloped technological complex of\nproduction capacities, insufficient state support and barriers that arise in\nthe process of implementing various industrial projects. The article analyzes\nthe current performance of Russian engineering industries. It was established\nthat the domestic engineering complex has the necessary material and technical\nbase for the technological development of production, increasing\ncompetitiveness in the world market and increasing the pace of domestic\nproduction to reduce the share of imports in mechanical engineering. To further\nimprove production indicators, it is necessary to optimize existing state\nimport substitution programs in engineering industries such as: aircraft\nmanufacturing, rocket and space industry, heavy engineering, software, shipbuilding,\nand power engineering. One of these programs is the \u201cImport Substitution\nProgram for Power Engineering Equipment in the Field of Gas Turbine\nTechnologies\u201d, the program is scheduled for 2014\u20132030. Optimization of this\nprogram will increase the degree of innovative equipment of industrial\nproduction and will provide a leading position for the Russian Federation in\nthe global engineering market. The author considers the goals and mechanisms\nfor implementing the import substitution program in mechanical engineering,\ndevelops new conditions for optimization, and also analyzes various barriers to\ntheir implementation. The target vision for the further successful\nimplementation of the program of import substitution and the positive result\nfrom its implementation for the entire engineering complex of Russia
