На административной территории района расположены хозяйства и проживают жители 20 горных районов республики, за которыми закреплены более 225 тысячи гектаров земли, что создает большие проблемы при постановке земельных участков на кадастровый учет. В районе из 60 проверенных объектов все документы имеет 21 объект, имеются документы на землю, но отсутствуют на строение - у 19 объектов, наличие документов как личные подсобные хозяйства, а по факту «коммерческая точка» имеют 11 объектов, имеются первоначальные документы на землю и на строение (постановления, межевое дело, кадастровый паспорт), но отсутствует право собственности у 9 объектов. Целью массовой оценки является справедливая и эффективная оценка всех объектов недвижимости, относящихся к некоторой юрисдикции, в целях исчисления поимущественного налога.
