В статье рассматриваются проблемы развития механизма государственно-частного партнерства в сфере жилищно-коммунального хозяйства России. Анализируются основные проблемы формирования и развития жилищно-коммунальной инфраструктуры в России. Выявлено, что главным препятствием реформирования жилищной коммунальной сферы является дефицит финансовых ресурсов и низкая эффективность их использования. Очевидно, что функционирование ЖКХ должно основываться на привлечении инвестиционных ресурсов. В статье рассмотрены основные модели развития инфраструктуры в жилищно-коммунальном хозяйстве. Разработаны методические основы региональной политики совместного участия в жилищно-коммунальной сфере.

The article provides an insight into the main obstacles on the way of implementation of Public-private partnership (PPP) mechanism in the sphere of Housing and communal services in Russia. The author analyzes the main problems of formation and development of housing-and-municipal infrastructure in Russia. The author revealed that the main obstacle of reforming of the housing municipal sphere is the deficiency of financial resources and low efficiency of their using. The author considers the functioning of housing and communal services should be based on attraction of investment resources. The article describes the main models of development of infrastructure in housing and communal services. The author developed methodical fundamentals of regional policy of joint participation in housing and households.
