В данной статье рассматриваются вопросы создания единого мегаполиса на базе муниципальных образований Свердловской области, с целью формирования единого географического, территориального, политического, экономического и социального пространства - агломерация городов. Авторами определяется необходимость разработки и реализация единого согласованного плана развития, поскольку агломерация является единым социально-экономическим, инвестиционным пространством с общей системой экономики, социального, транспортного и инженерного обслуживания, природно-экологического каркаса. Территориальное планирование, координация деятельности в области градостроительства и развития инфраструктур является основным вопросом, вокруг которого должно выстраиваться межмуниципальное взаимодействие. Основы для создания агломерации и основные характеристики, необходимые для данного процесса также представлены в статье.

In this article, the issues of creating a single metropolis on the basis of municipal entities of the Sverdlovsk Region are considered, with the goal of forming a single geographic, territorial, political, economic and social space-urban agglomeration. The authors determine the development and implementation of a single agreed development plan, since the agglomeration is a single social, economic, investment space with a common system of economics, social, transportation and engineering services, a natural and ecological framework. Territorial planning, coordination of activities in the field of urban development and infrastructure development is the main issue around which inter-municipal cooperation should be built. The basics for creating the agglomeration and the main characteristics necessary for this process are also presented in the article.
