В статье обсуждаются условия, особенности и механизм формирования нового инновационного, на сегодня инновационно-цифрового прорыва, реализуемого в США в рамках запущенной военным ведомством осенью 2014 г. (в период президентства Б. Обамы) Оборонной инновационной инициативы (DII - Defense Innovation Initiative) и отношение к этой Инициативе при нынешнем американском президенте Д. Трампе. Обращается внимание на активный поиск новых возможностей по использованию в сфере обороны гражданской и коммерческой научно-технической базы, по сравнению с инновационным прорывом, реализованным в США в последние два десятилетия XX века. Подчеркивается, что данное обстоятельство может привести в будущем к усилению военной составляющей инновационно-цифрового развития, и, как следствие, к изменениям в системе обеспечения безопасности (как на национальном, так и на международном уровнях). Движение к реализации нового инновационно-цифрового прорыва, инициируемого в США в текущем десятилетии, в значительной степени стимулировало развитие инновационно-цифровых прорывов в других странах и регионах мира и, прежде всего, в России, в Китае. Изучение практики США в области реализации инновационных прорывов представляет несомненный интерес не только с позиции изучения особенностей механизма инновационного развития, но и с точки зрения экономического обеспечения национальной безопасности России, а также и с учетом выявления важнейших изменений в экономическом обеспечении международной безопасности.
The article addresses the intensive development of the global innovation activity and spreading of the digital effect beyond the bounds of the pure information technological system. The aggregate efforts of these two factors causes the big pressing on the military economic activities and lead to the fundamental change in all sphere of military economics and in the end to the system of national security. First of all this regards to the US - the world leader of the innovation-technological development, which is actively preparing to the realization of new innovation breakthrough in the framework of the Third offset strategy, which was launched in autumn 2014 by Department of Defense. The article discusses the main conditions, peculiarities and mechanism of forming new innovation-digital breakthrough of the US in deep and detailed comparison with the first innovation jerk, which was successfully accomplishment in the framework of the Second offset strategy in the last two decades of XX century and put the basis to the new innovation breakthrough. It is stressed in the article, that fundamental change, concerning the use of civil and commercial science-technological base in the field of defense may cause the reinforcement of military component in innovation-digital development, which may be considered as a new challenge to the international security. Whether or not it should be considered as a new challenge to the international security is a matter of controversy. But in any case it should be taking into account when we discuss the future of security in both levels: national and international.
