There are government documents [3,4,5,14] defining the strategy for the development of rural areas of the Russian Federation. To solve the tasks set, the Far Eastern Hectare program (11 regions) has been adopted. The purpose of the study is to identify the causes and factors of non–use of land plots allocated for the implementation of the Far Eastern Hectare program. In the article, the authors analyzed the provision of land plots under the state program "Far Eastern hectare". Using real-life examples of the "Far Eastern hectare", the causes and factors preventing the use of land plots for their intended purpose have been identified. The authors propose an information, organizational and technological scheme of interaction between state and municipal authorities to improve the efficiency of the use of land plots provided under the Far Eastern Hectare program.
