В статье исследуются проблемы пространственно-отраслевой организации сельских территорий. Цель статьи – рассмотреть отраслевую структуру, определить содержание и выявить тенденции пространственно-отраслевого развития сельских территорий субъектов Волго-Камского макрорегиона Российской Федерации. В исследовании применены методология структурного анализа для осуществления аналитических изучений отраслевого потенциала сельских территорий и их ресурсных возможностей в пространстве макрорегиона и составляющих его субъектов, а также элементы стратегического подхода. В ходе исследования были изучены научные источники, посвященные проблематике воспроизводственных процессов в сельских территориях ряда стран. Осуществлен структурный анализ основных производственных показателей, характеризующих пространственное развитие сельских территорий на примере субъектов Волго-Камского макрорегиона. Установлена лидирующая позиция Республики Татарстан по выборке по абсолютному большинству рассмотренных показателей, что подтверждает результативность органов государственного управления, последовательность и преемственность процессов системного регулирования сельскохозяйственного производства региона. Констатируются системные недостатки в деятельности управления АПК Пермского края, а также ориентация управления большинства регионов на поддержку отраслей, а не на развитие. Предложено развивать пространственно-отраслевую организацию сельских территорий посредством внедрения инновационных форм управления, предполагающих координацию отраслевого и инфраструктурного развития в вопросах реализации приоритетных направлений и локальных преимуществ. Сформулирован вывод о том, что для преодоления существующих проблем необходимо совершенствование процессов межуровневого межотраслевого и межтерриториального взаимодействия, как результата государственной политики и рыночного регулирования воспроизводственных процессов в пространстве сельских территорий на базе механизмов согласования ключевых интересов.

The article examines the problems of the spatial and sectoral organization of rural areas. The purpose of the article is to consider the sectoral structure, determine the content and identify trends in the spatial and sectoral development of rural areas of the subjects of the Volga-Kama macro-region of the Russian Federation. The study used the methodology of structural analysis to carry out analytical studies of the sectoral potential of rural areas and their resource potential in the space of the macroregion and its constituent entities, as well as elements of a strategic approach. In the course of the study, scientific sources devoted to the problems of reproduction processes in rural areas of a number of countries were studied. The structural analysis of the main production indicators characterizing the spatial development of rural areas is carried out on the example of the subjects of the Volga-Kama macroregion. The leading position of the Republic of Tatarstan in the sample for the absolute majority of the considered indicators has been established, which confirms the effectiveness of government bodies, the consistency and continuity of the processes of systemic regulation of agricultural production in the region. Systemic shortcomings in the activities of the management of the agro-industrial complex of the Perm Territory, as well as the orientation of the management of most regions to support industries, rather than development, are stated. It is proposed to develop the spatial and sectoral organization of rural areas through the introduction of innovative forms of management, involving the coordination of sectoral and infrastructural development in the implementation of priority areas and local advantages. The conclusion is formulated that in order to overcome the existing problems, it is necessary to improve the processes of inter-level, inter-sectoral and inter-territorial interaction as a result of state policy and market regulation of reproduction processes in the space of rural areas on the basis of mechanisms for coordinating key interests.
