Россия невероятно богата природными ресурсами. Основной проблемой сегодня является тот факт, что при наличии неиспользуемых недр, те, что уже были полностью или частично исчерпаны не до конца реализуются в процессе рекультивации. С одной стороны, это объясняется нежеланием предприятий тратить дополнительные средства на процесс восстановления нарушенных земель. С другой, добывающие компании просто не могут рассчитать экономическую эффективность подобных мероприятий. По свойствам для расчёта эффективности эксплуатация техногенных месторождений ближе всего к инвестиционным проектам по причине того, что добытые полезные ископаемые впоследствии реализуются и приносят значительную прибыль. Экономическое обоснование значимости рекультивации земель и потенциальная возможность их повторного использования может помочь не только привлечь новых пользователей для освоения недр, но и приступить к разработке федеральной программы по восстановлению нарушенных земель вследствие эксплуатации техногенных месторождений. Значимость рекультивации территорий техногенных месторождений объясняется их стратегическим значением. Запасы нефти и газа не вечны, а возможность развития мелких и средних источников полезных ископаемых может стать не просто альтернативой для вывоза за рубеж, но и укрепить промышленность внутри страны.

Economic justification of the importance of land reclamation and the potential for their reuse can help not only to attract new users for the development of mineral resources, but also to begin to develop a Federal program for the restoration of disturbed lands due to the operation of man-made deposits. Oil and gas reserves are not eternal, and the possibility of developing small and medium-sized sources of minerals can become not just an alternative for export abroad, but also strengthen the industry within the country.
