Необходимым условием обеспечения продовольственной безопасности является рациональное использование земель, пригодных для ведения сельского хозяйства. Регулирование этих вопросов - сфера земельного законодательства. Данная отрасль бурно развивается весь постсоветский период. В статье проведена периодизация его развития и дана краткая характеристика этих периодов. Однако норм, направленных на обеспечение рационального использования и охраны земель недостаточно. И даже те, что были приняты в 90-х годах, отменяются. Это проявилось, например, в отношении законов об обеспечении плодородия земель, о мелиорации и о землеустройстве. Для правового обеспечения аграрной политики, нужно законодательно оформлять ее цели и задачи. В качестве первоочередной меры в данном направлении предлагается совершенствование законодательства о землеустройстве. Также предлагается внести изменения в действующую Доктрину продовольственной безопасности Российской Федерации, отнеся неиспользование сельскохозяйственных угодий и их застройку жилыми и промышленными объектами к рискам и угрозам обеспечения этой безопасности.

This legal industry is rapidly developing the entire post-Soviet period. The author has allocated periods of development of this legislation and gave a brief description of these periods. However, regulations aimed at ensuring rational use of land and its protection is not enough. And even those that were adopted in the 90-ies, were canceling. This was evident, for example in relation to laws on ensuring of land fertility, land reclamation and land use planning. For legal support of agrarian policy its goals and objectives needs legislate. The author also offers to amend the existing food security Doctrine of the Russian Federation and attributed the non-use of agricultural land and construction of residential and industrial facilities to risks and threats of food safety.
