В последние годы аграрный сектор сталкивается с рядом вызовов, которые требуют комплексного подхода для их решения. Наиболее актуальными становятся проблемы воспроизводства трудовых ресурсов в аграрном секторе, поскольку они затрудняют развитие сельского хозяйства, обеспеченность продовольствием, тем самым заслуживают особого внимания со стороны государства, бизнеса и общества. В этой связи необходимы структурные изменения в образовательной системе, улучшение условий труда, повышение заработной платы и социального обеспечения, а также активная работа по привлечению молодежи и трудоспособного населения в аграрный сектор экономики. Предложена авторская структуризация проблемного поля трансформационных процессов, затрагивающих институциональную среду воспроизводства трудовых ресурсов в аграрном секторе экономики, выявлены тенденции естественного и механического движения населения. Определена роль социальной инфраструктуры в удержании и привлечении трудовых ресурсов. Рассмотрена необходимость трансформации модели финансирования социальной инфраструктуры в целях модернизации социальной сферы села в условиях ограниченности ресурсов. Авторами предложена концептуальная модель финансового обеспечения трансформации социальной инфраструктуры, которая предполагает системное финансирование объектов социальной сферы, обеспечивающих формирование и использование трудовых ресурсов на каждом этапе воспроизводственного процесса. Отмечена роль ценностных ориентиров российской цивилизации в формировании и развитии системы финансирования социальной сферы. Целевые ориентиры государственного финансирования сельских территорий на современном этапе должны основываться на ценностях российской цивилизации, которые определяют выбор финансового механизма. Правильно подобранная система ориентиров, базирующаяся на традиционных ценностях, позволяет эффективно осуществлять финансовое планирование, достигать социальные эффекты в результате совершенствования социальной инфраструктуры и социальных отношений. В итоге общество, основанное на принципах социальной справедливости, взаимопомощи, создает условия для активного развития социальных программ и инициатив.

In recent years, the agricultural sector has faced a number of challenges that require an integrated approach to solve them. The most pressing problems are the reproduction of labor resources in the agricultural sector, since they complicate the development of agriculture and food security, and thus deserve special attention from the state, business and society. In this regard, structural changes are needed in the educational system, improving working conditions, increasing wages and social security, as well as active work to attract young people and the working population to the agricultural sector. The author’s structuring of the problem field of transformation processes affecting the institutional environment of the reproduction of labor resources in the agricultural sector of the economy is proposed, and trends in the natural and mechanical movement of the population are identified. The role of social infrastructure in retaining and attracting labor resources has been determined. The need to transform the model of financing social infrastructure in order to modernize the social sphere of the village in conditions of limited resources is considered. The authors proposed a conceptual model of financial support for the transformation of social infrastructure, which involves systemic financing of social facilities that ensure the formation and use of labor resources at each stage of the reproduction process. The role of value guidelines of Russian civilization in the formation and development of the system of financing the social sphere is noted. Target guidelines for state financing of rural areas at the present stage should be based on the values of Russian civilization, which determine the choice of financial mechanism. A properly selected system of guidelines, based on traditional values, allows for effective financial planning and achieving social effects as a result of improving social infrastructure and social relations. As a result, a society based on the principles of social justice and mutual assistance creates conditions for the active development of social programs and initiatives.
