The article deals with the organizational structure of land monitoring in the zones of influence of coal mining facilities. On the example of the territories of the Podmoskovoe coal basin, in which coal mining is not currently carried out, the analysis of the subjects involved and their roles in the monitoring process is carried out. Criteria were formulated according to which one or another state and municipal bodies and institutions, as well as public associations referred to the process of land monitoring in the zones of influence of coal mining objects. The ministries of the federal and regional level, federal services, state budgetary institutions, structural subdivisions of local authorities, public organizations and associations were singled out as participants. The vertical affiliation of budgetary institutions to the federal and regional authorities is characterized. The participating entities, based on the tasks assigned to them, are grouped into five levels: ministerial, service, intermediate, regional, and municipal.
