The conducted studies suggest that the application of the import substitution strategy under the embargo gave impetus to the development of the fruit and berry sub-complex, which improves the access of domestic fruits and berries to regional markets, and increases the demand for raw materials from processing enterprises. The development of the domestic fruit and berry sub-complex is one of the priorities of the state agrarian policy. The strategic goal of the development of the fruit and berry sub-complex is to overcome the shortage in the domestic production of fresh fruits and berries. The production of fruit and berry plantations, including planting material, laying and caring for perennial plantations, is a priority sub-sector of the agro-industrial complex within the framework of the state program for the development of agriculture and the regulation of agricultural products, raw materials and food markets. The research made it possible to determine the directions of state support. An analysis of the calculation of rates per 1 hectare of area for laying perennial plantations with subsidies at the federal and regional levels was carried out. In more detail, the mechanism for providing state support for obtaining subsidies for reimbursement of part of the costs of establishing and caring for perennial plantations, including nurseries, and uprooting decommissioned perennial plantations is considered on the example of the Voronezh region. The subprogram "Development of horticulture and nursery farming in the Russian Federation" was evaluated, which provides for the improvement and implementation of a science-based nursery management system, which will be the basis for intensifying horticulture, contributing to a reduction in dependence on imports.
